Chihaya Nakano

Her family has deep roots in Matsushita City and has had a hand in it’s governance and maintenance basically since it’s founding, and this comes with about as much influence as one would expect for a wealthy, well connected family. Of course, the Nakano family doesn’t throw their weight around carelessly - not under Chihaya’s watch. Her grandfather brought the family to financial ruin and her parents were barely able to afford living in the city at all. The young Chihaya was brought up in the shadow of her family’s past glories, and was dead set on rebuilding.
The 47 year old woman has done that, and more. While the Nakanos aren’t quite the political dynasty they once were, she’s reclaimed the old family manor, and has ended up in charge of the Magical Girl Association - a critical arm of the government in the city, responsible for (as one would expect from the name) discovering, training, and dispatching magical girls to deal with threats magical and mundane.
It was a happy accident that her daughter’s best friend ended up being an almost comically powerful magical girl with no common sense to go with it. Some members below her whisper that she’s a cold-hearted bitch who just wants to use the discovery and training of Hikari for her own ends, but the truth is far less conspiratorial; she wants her daughter to be happy, and part of that is supporting her daughter’s best friend with whatever she needs.
