You’re right about how Roy finished his alchemy training. Riza’s back contains her father’s secret alchemy (flame alchemy) which is why Roy is the only flame alchemist. Her father mentions the dangers of flame alchemy, seemingly trusting it’s responsible use and secret only to his daughter and Roy. In a way it’s a burden they both share together from their earliest moments. It’s also implied they would have had to be at least somewhat close in order for Roy to learn anything at all, considering how he’d need to see the inscriptions. Definitely adds so much depth to their dynamic which is already great.
