It's a heartfelt reunion...until he decides to take his niece to a brothel to show her the pleasures of life and what she could have despite mariage (which she sees as the end of her freedom) Otto spreads rumors and Viserys has to make a few harsh decisions once again!

Yeah... that's the three eyed raven inside the tree beyond the wall's great great great grandfather lol. I mean technically because the stupid showmakers added a line of dialogue suggesting the three eyed raven was 'thousands of years old' its not show canon, but certainly book canon.
