I'm not sure the Complete tag was accurate.
This story came about because of the joke British stereotype for how to deal with anything: you write a letter. To the editor, the BBC, whatever government agency you feel is in charge of fixing your issue -- they are going to receive Words. Things which are Strongly Lettered. In a Strong Letter. And if you hate the government enough, one which is Postage Due.
So I started thinking about the old Charles Dudley Warner line (and yes, I wanted to look up the exact wording and so just found out that Mark Twain quoted him): that everybody talks about the weather, but nobody does anything about it. Well, in Equestria, there is an entire government organization dedicated to doing something about the weather. There are also ponies who might write letters. And then you have Ponyville...
So this one may be complete at 5500 words. But I could also have ideas for future letters (although I would need a lot of them), and so I might wind up reopening this particular file. For now, let's call it Complete Unless Something Happens.
And with that, we turn towards February -- I think Cerea is about to gallop in again -- and Leap Day stands ready to confound us all. But before that...?
