In the commentary for this episode David Fury does talk about how the scene was written to have Buffy look a lot more messed up, and I think the makeup department were planning it that way as well. Someone else (the Director, maybe? I'd have to rewatch the episode commentary) stepped in and basically said, "Oh no, that's too much," and we ended up with resurrected glamour Buffy instead.
