See, I like the whole theme of the episode and how it relates to Angel. But it's just so damn dull! Regarding the filler episode issue, in the TV industry the term refers only to the main arc of the season or the episode. It has nothing to do with the character arcs themselves or the series itself. The main arc of the season is the whole entering Wolfram & Hart and changing it from inside and the main arc of this episode is #5 and the monster. So this WAS a filler episode. It did not advance the main plot. I'm guessing the reason it might be confusing for some people is because they're used to how TV shows are structured today. When Buffy started, this type of structure was not a thing. TV shows were only episodic/procedural. Meaning, every single episode was a standalone, with its own plot that started and ended by the end of it. Networks didn't think audiences would tune in for an on-going story. If I'm not wrong, Buffy was the first to break that format. Buffy and Angel's structure is half-episodic half-serialized, with an overarching plot for each season. To make it less confusing, just focus on the main arcs. I'm also guessing that people get offended by the word filler because it sounds like you're saying it's a throw-away episode. In a way it is. They had to include a few of those. But I think the Buffyverse does a pretty good job, it uses those episodes to convey themes and develop the characters. Hope this makes things more clear for you.

This episode is centered around the Day of the Dead, but it's less about Mexican culture than it is Mexican POP culture. It makes reference and pays tribute to the tradition Mexican movies in which real life Mexican pro wrestlers do battle with criminals and monsters and what have you. ... I know what people mean when they say "filler episodes," but I don't know that it's the right term.
