Aang mastered all but one but because he also invented a new form they let him become a master anyways. You don’t have to invent a new form to become a master if you instead master all the forms. That’s my understanding anyway, I could be wrong

And the quote that Korra said "Conflict resolution, its what I do." Was actually a callback to the Puppetmaster episode when Aang said "Helping people. That's what I do."
