It's shown later in the season that there was a time when there were actually two nonbenders on the council (I won't get into the circumstances of how that's shown due to spoilers, but you probably remember).

As Tarrlok pretty much said in this episode: he's the council representative from the Northern Water Tribe. Each council-member isn't so much voted in or even selected from among the locals as they are sent by each nation to represent their interests within/for the city.
