ND said that they intentionally animated her breathing after falling, but then AJ's performance made it sound like she was dying. It was a tweet or livestream at some point. But in terms of the language of animation, falling off a ledge into darkness is classic "character dies" stuff (see: most Disney villains), which makes it so much more impactful that Adora doesn't hesitate to jump down after her.
