It was recent, but still had been years. that's why because the rest of the country views it as part of the country uprising against the government

2022-08-15 11:11:33 +0000 UTCAbout the civil war versus the war of extermination there are some things missing in the anime or aren't fully addressed. The war went on for a while and the Ishvalan's were committing terrorist attacks on Amestrians. It eventually got so bad Bradley could justify a genocide with very little push back from military officials and the public. It started as a Civil War where the goal was to gain control of Ishvala but ended with a genocide. This story was written around 2001 so it reflected a lot of the and politics and feelings people had during 9/11 and global terrorist attacks orchestrated by the Taliban. Also Mustang and other of the stories heroes had lower ranks during the war but they are in fact war criminals. There's no war around it or justification. They killed civilians indiscriminately

He has a sun symbol with an upward pointing triangle on his right palm and a moon symbol with a downward pointing triangle on his left. When he puts his palms together he overlays the two and completes the array — the two triangles combine to form a hexagram and the moon overlies the sun to resemble an eclipse. *Personal theory* on why he does this (as opposed to carrying around the completed array like Mustang does with his gloves) is that Kimblee’s transmutation circle is too dangerous (or perhaps even unstable) and so he keeps it disassembled until the moment he needs to activate it.

2022-08-15 05:08:50 +0000 UTCJust to clarify, you've already seen Mustang and Hughes in the battlefield for the "Civil war". All the state alchemists aka the dogs of the military were ordered to converge on these people and basically kill them all (since they have no alchemy and absolutely would get slaughtered by alchemy users). It's also worth noting that when you see flames in the distance, that's Mustang in the battlefield, and when you see explosions, it's Kimbley aka the Crimson Flame alchemist we saw kill Scar's family.

2022-08-15 01:21:19 +0000 UTCYeah, a lot of people have already clarified but if you see a matrix drawm on their arms or hands or clothing item, as is the case of Mustang, they are still doing regular alchemy, just making it easier to have a pre-existing matrix they can use rather than draw one from scratch. Ed and Al have seen the Truth so they can do it without a matrix completely.

2022-08-14 22:11:25 +0000 UTCScar was originally going after the Alchemists who attacked Ishval, but his run in with Ed, Al and Tucker seemed to confirm his belief that alchemy was truly immoral (Ed and Al messing around with the portal of truth and losing their body/parts, and Tucker turning his daughter into a chimera). It wasn't until his position was flipped with Winry that he second guesses that all his aggression isn't being utilized the way he truly intended and he really is just giving in to rage with no justice or code behind his actions.

Think Mustang's gloves or Armstrong's gauntlets, Kimbly(the Crimson Blood Alchemist) has tattoos on his palms for this purpose, he has not seen the Truth.
