(It’s a fantastic movie. If you guys haven’t seen it already, you definitely should!) I think all of the titles are supposed to be puns in this way.

Eda says she is the most powerful witch because she has access to all magic plus is not beholden to the Emperor's will like her sister and the others in that coven are. Eda's also classified as an outlaw because of course, the Emperor restricts that kind of power to just his coven, as we've seen, and can't have wildcards like Eda running around with too much magical power. In any general situation, the Emperor's Coven would be like an army of Avatars versus regular single-element benders, since y'all like the analogies to Avatar. Absolutely no contest and the Emperor's coven remains elite.
