What does it say about Kimblee that he respects Winry's parents for sticking to their duty as doctors and treating injured people even in a literal warzone yet he is willingly supporting the Homunculi and Father in their goal to turn an entire country into a philosophers stone? Also it's been confirmed by the Author herself that in that scene, Kimblee was telling Winry the truth only not mentioning that his initial orders were to kill them for aiding the enemy.
