I personally always thought Light started with good intentions of making the world a better place, but became more lost in power the more he used the death note. He became so out of touch from reality because of how much power he realized he had.

If L was saying "I'm going to capture every major criminal just like I captured Kira" that would make him comparable to Light. L only cares about capturing Kira not all criminals.
