He's suppose to represent the pinacol of human strength, endurance, and perseverance in the face of overwhelming odds. And working class folk standing up to the capitalist machine. He also MIGHT have been a real person? I always thought he was just an urban legend but apparently several sources claim he was real, and even where the race took place. But he didn't die in the race, he died of siliceous. He also didn't do the race alone, he had one other person helping him.
