Fluffy Manager v2.252 work in progress - Mods as PAK files, and KOF15 support

This adds support for installing mods as PAK files for RE Engine games (Monster Hunter Rise, DMC5, RE8, etc):
- This works in a similar way as installing PAK mods for UE4 games (excluding SF5) in the mod manager. Put PAK files into the "mods" folder or drag'n'drop PAK files onto the mod manager to have the files be automatically moved.
- The PAK files will be automatically renamed as they're installed. The PAK files will get the same filenames as patch files to get the game to load them. The mod manager will also maintain some "dummy" PAK files to ensure a patch won't overwrite modded PAK files.
There are some limitations with this system:
- If you install mods as PAK files and "loose" files that modify the same files, then the PAK mods will always take priority, no matter the install order.
- A single mod can't contain both PAK and "loose" files.
- A single mod can't contain more than one PAK file.
The PAK support is primarily futureproofing in case future RE Engine mods only support one modding method. I personally prefer the old modding method as I find it easier to work on mods by installing them that way.
You can create PAK files by using the latest work-in-progress version REtool (https://fluffyquack.com/WIP/REtool.zip) with this usage:
- retool.exe -c [folder]
That will create a PAK with the contents in the folder.
