in media, udders have been basicly tv-legal tits, usually as a humorous prop and milk jokes. it's still tits though, and thats before pinup pose and doe eyes.
if moobags are sexy, then i think i've too much x-stuff and need to pivot to the clean arts instead.

I would agree that for most parts of the world, display of bare breasts is not considered pornography/X-rated. As parts of a bovine-based character, they're just anatomy, which is still considered clean; even if a character has mammalian breasts and udders, the previous rules just both apply... and it's still clean. Were you to do something that involves a fetish, it may get into a legally ambiguous place, but even then, I think you'd have grounds for artistic license.
