My guess: turning those comfort features off doesn't necessarily turn of the underlying sensor systems, as they are used also by system level features. Specifically I'm thinking of the dynamic refresh feature of new iPhones. That also might be the why engineers gave this explanation, albeit it horribly communicated by the support rep. New iPhones have 120hz screens but because of energy consumption this isn't actually always 120hz. It switches based on the type of content on screen, whether you're scrolling and the app as well. It's just a guess but it wouldn't surprise me.

I think I noticed the same phenomenon when watching Below Deck Mediterranean. On the show there seems to be cameras mounted in the cabins where the crew sleeps. I've noticed flashing on people's phones that look like iPhones. It doesn't happen on the footage that is filmed by a camera crew. It seems to only be in the cabins with the mounted camera which might be similar to a babu monitor set up ๐Ÿคทโ€โ™€๏ธ
