Added 2023-05-05 21:57:38 +0000 UTCYes, this is wallpaper, and it's meant to be placed 3 tiles wide. It comes in 7 colours, and the medium and tall versions have a wood border separating the image from the paint on top.
This wallpaper mural is found in Wall Coverings/Wallpaper in Build mode for 4 Simoleons per panel.
This is not a seamless image, so a little decorating may suit. I put 2 plain columns on either side of the wallpaper mural in the images, to show the effect. It's meant more as an accent section for your rooms.
