2021-07-26 18:45:05 +0000 UTCIn any case, I agree that it's hard to characterize the Belt and Road as any more neocolonial or imperialistic than the IMF/World Bank or other private lenders. But, thus far, it's not substantially less so, either. China is building "Dependence, not debt-trap diplomacy" according to Carmody. I think something else we should look at is China's actions on its periphery. How does it treat Xinjiang, Tibet, Hong Kong, Taiwan, Southeast Asia, Eastern Russia, Central Asia, etc? From my research I would argue that China's foreign policy is driven by very cynical geopolitical realism. Internally, ethnic nationalism is its driving ideology. Moreover, in any discussion of a new cold war or decoupling we should understand that China itself has agency. The Dual-Circulation Policy, taken to its logical conclusion, is a world where China has the option to de-couple, but where the world is dependent on China. This would cause a natural backlash, and a new cold war and/or decoupling may happen regardless of US policy.
