Looking to make new Vignettes - Need Help

- Have ready made survivors at a variety of levels to test upcoming CCG content
- Have ready made survivors so that players can jump into ANY content at ANY LY. Why create a new settlement just to test out a new expansion?
The issue that some of our vignettes were over-powered. Ripptor who's settlement some of these are from is one of KDM's elite power players. What I want to do now is make another set on the average and weaker sides at LY's 6, 12, 18, and 25.
The idea then is to mix and match different survivors from the Weak, Mid, and Over-powered groups to balance your needs against the Quarry/Nemesis you are fighting.
