No, there shouldn't be water on top of the paper. If there is water on top the paint will bleed everywhere. The paper should feel very slightly damp, but this will happen naturally as long as the some beneath is soaked.

Quick question about the wet pallet itself if I may... is there any moisture on the surface of the top of the pallete paper at all, apart from the water you added to the paints themselves? I own a redgrass everlasting pallete and the paper always seems very dry on top even when left for a while. Thanks for your great work!
