Layout artists draw the storyboard scenes full size on animation paper to give the animators instructions. At Spumco this step is where all the unique expressions and poses are designed.
Here is a scene from Stimpy's Pregnant. Ren and Stimpy and Nurse Sheep are waiting for Dr. Mr. Horse to show up to deliver the baby.
The sentence Ren is saying is broken down into each word or phrase that requires a specific expression. The Korean text next to the English instructions are a translation for the Korean animators.
When you see the character drawn with just the outside outline (here in blue) it means the pose is being held or re-used from a previous scene or a previous pose in the same scene.
We hear Mr. Horse offstage alert them that he's ready for the procedure.
The characters all turn to see it's him.
