P.S. Despite this episode being a bit lackluster, I always LOVE Julian Bleach (the baddie 'The Ghostmaker' in this). He's just such a great character actor! Plus, he basically got Bingo when he starred in all three of the airing Whoniverse shows at the time -- Davros in Doctor Who, the Ghostmaker in Torchwood, and the Nightmare Man in the Sarah Jane Adventures. He's only one of two actors (the other was Paul Marc Davis) to do that. :)

It was written by Peter J Hammond, who wrote one of my favorite British SciFi/Fantasy classics, 'Sapphire and Steel' (and who also wrote 'Small Worlds' -- the faerie episode from Torchwood S1). And it has a lot of similarities to his 'Sapphire and Steel' story 'The Man Without a Face', which has a (faceless) guy coming out of old photographs, terrorizing people, and it's really good and creepy. But this story? Yeah, it just doesn't have the same level of tension and falls a bit flat. I think some of the concepts are good, but maybe some things got lost in the edit (either writing-wise or directing-wise or whatever).
