Around Alabasta, Oda was asked whether we will ever see Luffy's parents, to which he replied that he already has shown them. In Japanese, plurals and singular can be tricky to interpret sometimes, so whether Oda meant both Luffy's mother and father, or just Dragon nobody knows. Dragon was introduced by that time although not revealed to be Luffy's Dad. Anyway, when this chapter came out about Crocoboy's secret, people immediately put all the pieces together that Crocodile was originally a woman, and is in fact Luffy's mother. Many people, including myself, consider Crocomom to be the best mother in One Piece.
