2022-11-10 18:43:24 +0000 UTCIt's the "members of the council part" that does it and makes it sound awkward. It sounds better, at least to me if it was "no one besides the council is allowed" or "no one besides members of the council are allowed". But that's just my take.

I am not an English speaker but you say "no one is allowed" / "nobody is allowed" -> "no one besides the members of the council is allowed" is fine grammatically I believe. "No one" is still the subject of the sentence and an indefinite pronoun so it is used like a singular pronoun
