I would have also assumed it was Live 2D or some 3D conversion. That's what it looks like. In reality though, I dropped the static image into a local install of Framepack Video, which is one of those image-to-video AI projects. I basically loaded the default prompt and rolled the dice a couple of times and this came out. It isn't perfect by any means, the faults are too numerous to mention... (though the shitty, blown out cellphone video masks the problems) but they're also not worth fixating over. It's pretty amazing. Five minutes of processing on a beefy video card, and like that, the character comes to life. Pretty novel.
