The Multiversal War explanation was really confusing on a first watch, but what I’m pretty sure happened is that He Who Remains used Alioth to prune every other timeline in existence except his own (The Sacred Timeline). Then he created the TVA to prune any branches in the sacred timeline which prevents new timelines from being created because those new timeline would inevitably have evil variants of He Who Remains such as Kang The Conqueror. So basically, when Sylvie killed He Who Remains, she created Kang The Conqueror’s timeline.

The voices you didn’t recognise were taken from famous speeches across history. The Vision voice you heard was something he said in WandaVision, which also takes place in the same universe.

If you remember, He Who Remains said to Loki and Sylvia that if they take over, they can choose which memories the TVA agents get to keep. Because Sylvie killed He Who Remains, the evil variant of him has taken over and already made changes to the TVA (the new statue of Kang, and the TVA agents memories have been wiped). It was just to show that the Kang variants have arrived.
