You just got to think of Attract as a type of Hypnosis. Pokemon are Immobilized by "love," and that just sets up free hits for Snivy. It would be bad if she charmed opponents, then wrapped herself around them and "stole kisses." Instead, she stays far away from them and runs away. We don't even know if they're seeing her, maybe they're seeing whatever they want to see.
