It seems like 4Kids was doing there usual bit of looking at the characters design to decide what goofy accent/impression to do for their voice, and since they landed on Groucho Marx, they decided "Oh we better make him actually funny then". The guy feels weird and kinda out of place, and yet he ends up with some pretty good lines.

2019-07-31 16:00:20 +0000 UTCI'm surprised I don't remember Quackenpoker, he's hilarious. Mind you I would've been like 10 when this episode aired so his jokes might've gone over my head. Regardless it's nice to see the dub writers having so much fun with his dialogue.
