2019-09-10 05:41:46 +0000 UTCThe fact that Pancho can all of a sudden enact his humane solution, despite earlier saying that it takes too much time and money, could hilariously be interpreted as him just milking the town’s desperation to get a higher and higher paycheck. It was only when Team Rocket were undercutting him that he realized he has to actually deliver or he wouldn’t get his paycheck, so he enacts the solution he’s been sitting on for weeks!
