Shudo's high episode count during the mid-Johto period is definitely intriguing (it's unfortunate that the body of information available on the show's production during this era remains so minimal, given that the bulk of the Johto saga registers to me as the outcome of an extended production disaster or, at minimum, a severe loss of collective writerly morale). While unconfirmed, my guess is that either Shudo had pre-emptively quit the series construction gig but was required to wait out the remainder of his contract on the series (for which he compensated by remaining as a writer in the interim) or one of the more sympathetic higher-ups (maybe Yuyama, given their history collaborating on Minky Momo?) noted his emergent depression and decided to keep a slot in the writing staff open for him as a kind of vote of approval. Either way, it's great to finally see the heralded Master Ball rating rear its seemingly-extinct...head (or body) in Johto at long last.
