IMO, probably not. Due to how little it was already used, along with how limited it is outside of the water, I think even having foreknowledge of that wouldn't keep it from being benched.

I wonder if they'd known Horsea would get a new evolution in Johto if it would have stuck around and gotten the same treatment as Zubat and Poliwag

Might not look great but Misty being a mermaid in a play is an awesome idea and such a great costume too.

Part of me thinks this episode was made after it was decided that Pokémon would continue on past the Indigo League and the writers decided to write out some of Misty's Pokémon so there'd be room for new additions to her team. As for why they chose the ones they picked to leave behind, I can probably see why they did. Staryu, which was basically Misty's main at this point, got to stay. Goldeen got to stay since it could be used for underwater moments. And Psyduck since Misty treating it like crap had become a running gag. This only left Starmie, which was kinda redundant and often shown to be pretty weak by the show, and Horsea, who was very rarely used. I honestly checked Bulbapedia and with this ep, we've had half of it's noted appearances. It appears only three more times in Chronicles and the last time it did anything worth mentioning on Bulbapedia was in The Battling Eevee Brothers, which was twenty one episodes prior.

Suede called Dig Those Diglett a filler, despite Team rocket's Pokémon evolving in it.

I believe filler is used for anything that doesn't move the plot along. Such as Ash catching a new Pokemon or getting a gym badge.

Because I'm wondering now, what is used to define an episode as filler in Pokémon? Usually it refers to episodes that aren't an adaptation of the source material, but the Pokémon anime doesn't really HAVE a different source material it's adapting. Both the mangas and the games are their own separate thing
