Yes, that reference at the beginning was about the Kent State Massacre. Basically what happened was that on May 4, 1970, the Ohio National Guard fired 67 rounds over a period of 13 seconds into a crowd of unarmed college students protesting against the Vitetnam War, killing a total of four young people and wounding nine others. Two of the students who were killed, William Schroeder and Sandy Schreuer, were just walking to class when they were shot. So the show is pretty much establishing that Soldier Boy is rotting summer trash and has always been on the wrong side of history.
