Pretty much every reaction I've seen assumes Gus did it because it makes the most logical sense and the show wants you to roll with that narrative. Jesse was the key in the battle between Walt vs Gus which is why they kept trying to turn him on the other. This is what makes Walt so dangerous, people underestimate what he's capable of when he's desperate and backed into a corner.

That revelation ("I won") says so much about Walt's mindset throughout Season 4. I always found it odd that Gus went out of his way to meet Jesse in the hospital. He eventually figured out there was a trap in the parking garage but I thought it was just super careless.

Things like, "I think you might be really surprised about {insert character name} later this season." or "Trust me, things will get even crazier in {insert future episode name}." ....I haven't seen anyone do it here, but again just a friendly reminder, since I've seen it with other reactors. :-)

He didn't read the skript for episode 13 and was not told the denial was a lie. That's one of the reasons why that scene was so convincing in this episode.
