But Milena also makes a good counter point in that in this world the Avatar so far has clearly proved themselves to be figure for good. And when you imagine in our world if there was a godlike figure who had godlike powers like the Avatar does, it makes sense that people would follow what the Avatar says.

I believe all of the existing nations are a monarchy with the exception of the democratic Republic City. That would explain why Korra is so unpopular in Republic City.

The writers leave the exact mechanics of it vague, but I thought all the avatars were technically the same soul, and the past lives were the memories and personalities of each incarnation. I suppose there's a case to be made that counts as a form of death, although souls being confirmed fact complicates that, since it means the "essence" of Aang and Kyoshi is as alive as it ever was.
