Mob already reached 100% in the previous episode so this time around the percentage was meant to show how out of his league Mob was. Suzuki's 20% could easily handle Mob's 100%. Mob defeats him not through having more power but by having less. The character even says that Suzuki has everything except bonds. So the "bonds" that Mob had was what helped him resist Suzuki (or absolute power) and "FIGHT ON!". As Suzuki was about to reach his 100% (and die) what makes him resist his own power was the bond he once had with his wife.

Not everyone notices because there is no "100%" count but the way Mob keeps getting stronger and keeps up with the villains "output" is that this time he unlocks more and more emotions. Every episode before this one Mob only needed one 100% and the fight was over. But not here. This time he feels anger, sorrow, empathy, cruelty and all kinds of emotions, because he is becoming a complete person with complex feelings.
