Mob's 100% isn't a measurement of his power, it's an indicator of how much he is feeling any emotion at a given time, so I can say this without it being a spoiler; no other espers have a "100%" like Mob. Mob's power level is... unfathomable to put it bluntly, but because he doesn't go out of his way to test his powers, Mob himself doesn't really know everything he can do. I have always seen the ???% as Mob losing his sense of self, and becoming a being driven purely by impulse. I guess think of Aang when he goes into the Avatar state due to anger, but with Mob, it's more primal.
