Overhaul's pops (shie hassaikai boss) is not dead; he's in a coma that Overhaul put him in (he likely dissembled him and reassembled him w/o an organ or something). The only ones who could bring him back is Overhaul or Eri at this point but...Overhaul has no arms. So, all he can do is apologize and hope Eri is willing.
