He doubled down on what John did and caused the italians further humiliation by taking their pubs. Arthur wanting him to apologise has never been their style and hes being influenced by Linda, which is great for him but bad for business decisions. Polly always has the right answers, but Tommy always ignores her advice anyway, so John not listening to either of them makes sense. Tbh John did what they always do, which is what Tommy always wants them to do. That's why he took John's side and doubled down. It's like what that policeman said to Arthur in the car, their business may be above all this dirty work now but Tommy still likes doing it for sport.
