The (abbreviated) story is two women go to King Solomon claiming to be the mother of a baby. King Solomon gets a sword and orders the baby be cut in half and a half given to each woman. The first woman doesn't argue with the ruling (if she can't have the baby, no one can). The second woman begs the King to give the baby to the other woman (just let him live). The King judges the second woman to be the true mother as she would even give up her baby to save his life. So when Campbell says 'you split the baby'. He means that Allie resolved the issue with disadvantages on both sides/bad outcomes. Basically they let Campbell go free and they have to kill Dewey which was the worst possible outcome and he's acknowledging that with amusement because he gets off on taunting her. Now she will be a killer and he's still around as a looming threat.
