He is EMPEROR Palpatine, supreme ruler of the galaxy, savior of the Republic, the one who ended the Clone Wars and destroyed the evil Jedi. They just don't know that he is a Sith Lord. Most people in the galaxy don't even know that the Sith are a thing. In contrast, a lot of people don't know about Vader; the military does, but to the public he is sort of an urban legend, they know of him but don't know anything about him. But everyone knows that he is Palpatine's second and that if Vader is there it means Palpatine sent him personally. The reasoning for this is because the public would probably react negatively. Palpatine turned the whole galaxy against the Jedi. But if people knew that he had Force powers, they would most likely assume he is a Jedi (as they don’t know what a Sith is) and they wouldn’t like him as well. So only Palpatine’s inner circle knows he has Force powers. The rank and file don’t. More people know Vader has powers, but they don’t know Vader is a Sith because they don’t know what a Sith is. They don’t know any distinction between the Jedi and the Sith. They are all just sorcerers to the average galactic citizen.
