I don't think any of them remembers the first time. They just stopped the explosion from happening so now there is no explosion to investigate. Humans are nosey space puppies. Trying to be helpful but always distracted by squirrels and falling into mud puddles.

2021-07-03 03:42:40 +0000 UTCTime travel is always a tricky explanation but basically because Harry Kim(the asian guy) detected the explosion in the first place they had too go investigate because the federation sees themselves as the self proclaimed Guardians of the Galaxy and the first time Janeway more then Likely followed the Prime Directive which is basically a non-interference protocol for worlds without space travel because she is a stickler for the Rules. But then now this 2nd time she realized that she caused the explosion and decided too reverse the effect they caused hence the Guardians of the Galaxy.

Starfleet's main goal is exploration of new worlds but over the centuries they have encountered quite a few Hostile species while expanding there influence too other member planets and have since adapted too be somewhat similar too how the US Navy works. The Federation(starfleet) is similar too the Galactic Republic before palpatine decided he wanted clones too ruin the republic :P
