Basically what happened in the Eugenics wars was that a person named Khan Noonien singh(La'an's ancestor) was made into a sort of superhuman as well as multiple others but he specifically was said too conquer most of Asia and the middle east from 1992 - 1996 and were viewed as tyrants. The history of the Eugenics wars is seemingly being retconned though with strange new worlds too fit into the modern era post WW3(took place in 2050s)because the story was original made as a movie in The Original Series that was made in the 80s that ended up helping kicking off The Next Generation and Voyager La'an's fear of being sedated hasnt really been explained yet but its more then likely due too her being experimented on as a child because of her family's past and probably something bad happening too her(im sure you can guess)
