I think Archer was correct about the "studying history" suggestion but as they were close to the site where Enterprise was attacked by the Tholians and Suliban. He likely came back to study that battle little did he know he would have a warp core breach of some kind and be the one responsible for the battle. In Janeways time(though the shuttle is from like 500 years in the future. ) there is a thing called the Temporal Prime Directive that classifies most time travel events and Starfleet tries its best to "preserve the historical timeline."
