And the whole bombing of the kids was decided by President Coin...but the plan was created by Gale. That's why she was mad at him. And Prim became a medic during the 3rd movie...when they were hiding from the bombing, she said "the hospital is promoting me. They're training me to be a doctor" which is how she was a medic.....Gale really got Primrose killed. :(
