The blue Species is bolians we seen one of them once before a long time ago during a training episode with the less liked crew members. The "swollen nose" thing is a mark of the bajorans a species thats a big focus on Deep space 9(since it orbits there home world in the beta quadrant) and the maquis since the maquis formed to fight the cardassians the people who occupied bajor before star fleets "liberation" of them. A bajoran being behind the attack on tuvok as well. The bajoran priest that attacked tuvok wasnt in the delta quadrant his message was sent hidde within tuvoks sons message to get at the maquis on board voyager. Mentioned as a reminder in the episode but tuvok was undercover aboard chakotays ship in the maquis before the voyager incident. Tuvok focused episodes were always my favorites its a shame we didnt get much of them like you mention in the episode.
