Surprised Rampage ticket sales are so low. I'd speculate traveling AEW fans are opting out this go around. The cost of flying into SF + a 3 night stay is likely deterring the fans willing to travel to California. especially with a comparable (Wrestlemania) weekend around the corner, in a stronger vacation destination with many more shows available.
