The broad goals target you mentioned around 30 mins in sounds quite similar to the Auftragstaktik of Moltke. The Mission type tactics valued first by the Prussians, then the British and Americans during encounters with the Wehrmacht in WW2. It was actually Walmart that hired a former Royal Marine to reform the companies management and training that ultimately led to Walmarts dominance in the US market. So in a sense the government, or the shootier parts of it, already do function like Amazon because much of corporate culture in the west is based on military institutions.
