Even though everything he's about is illegal, he did lose a brother in Donghoon. He was betrayed ultimately. Mujin had no premeditation to kill Donghoon, but he was fooled. I can't imagine the hurt of knowing my closest friend was really out to turn me in, that this person that I put all my trust was only acting as my friend the whole time. Mujin had to choose his organization over Donghoon, and I get that. So, it does make me sad for Mujin. His tears weren't necessarily fake. They came from real hurt, which makes it difficult to suspect it might be him.
