I know Forgotten Realms specifically has a situation where the gods are actively sabotaging gnomes efforts to create technology in order to keep the world perpetually in technological stasis, that's why the Tinker ability only lasts 24 hours

In games where the GM is more adversarial to the players, it has been an open rule that you're expected to cheat on dice rolls—there's only consequences if the GM catches you. This adds a fun layer of depth to the game, where you're potentially collaborating with other players to distract the GM while you lie about what you rolled. While it's not my preferred way to play, I second what Keith said about cheating being fine if everybody's down with it.
